Registration Underway for the Shelter at Home Program
BATON ROUGE — On Monday, Gov. John Bel Edwards released registration information for the Shelter at Home Program, a new program that helps Louisiana residents whose homes flooded to shelter at their own home while they continue to rebuild, rather than relocating to a shelter, hotel or rental property.
Since Monday, 14,782 flood survivors have registered to participate in the program.Home inspections are underway and construction begins tomorrow. Residents who are eligible for the program should register using one of the following methods:
- By phone: 1-800-927-0216
- Online: shelterathome.la.gov
Quick Registration Facts:- Anyone interested in Shelter at Home must register separately from their registrations with FEMA or SBA or any NFIP flood insurance claims.
- You do not have to be registered with FEMA to apply for Shelter At Home.
- If you are determined to be eligible for Shelter At Home, this will not hurt you or count against the amount of Individual Assistance you may receive from FEMA.
The Shelter at Home Program evaluates each applicant’s home and, if up to $15,000 of work in that home can create a safe, secure, habitable place for the family to live while they continue their permanent home rebuilding, then that applicant may be eligible for this program. This program is not designed to fully repair the applicant's home.

I have collected some good resources for flood victims - please share with any that you know.
Louisiana flood victims may file an amended income tax return with the Internal Revenue Service for 2015 tax year to claim casualty losses.
If you incurred property losses as a result of the recent flooding in Louisiana you may qualify for tax relief from the Internal Revenue Service.
Affected taxpayers in a federally declared disaster area have the option of claiming disaster-related casualty losses on their federal income tax return for either the year in which the event occurred (2016), or the prior year (2015).
Therefore, flood victims who have already filed their 2015 Form 1040, U.S. Individual Income Tax Return may file an amended income tax return on Form 1040X for the 2015 tax year to claim current year flood.
Filing an amended income tax return to report flood losses may result in an income tax refund.
In additional to the these income tax relief provisions, Louisiana storm victims will have until January 17, 2017, to file certain individual and business tax returns and make certain tax payments.
The IRS automatically identifies taxpayers located in the covered disaster area and applies automatic filing and payment relief.

Louisiana Shelter at Home Program The Shelter at Home Program will enable eligible individuals or families whose homes were damaged in the August flooding to take shelter in their own homes while they rebuild, instead of having to stay in a hotel, rental or mass shelter. The program evaluates each applicant's home and, if up to $15,000 of work in that home can create a safe, secure, habitable place for the family to live while they continue their permanent home rebuilding, then that applicant may be eligible for this program. Very basic initial work will include items such as mucking out the house, basic electrical restoration, installing a basic water heater, removing wet wall insulation, and providing up to $500 in basic cooking or refrigerating appliances. This work will be provided at no out-of-pocket cost to the eligible homeowner. This assistance is independent of and will not affect determination of any Individual Assistance grant from FEMA. These essential emergency cleanup and minor repairs will help families get a jumpstart on their full recovery and live in at least a portion of their home, while they continue to finish the big task of making permanent repairs to their home.

The Office of Group Benefits (OGB) is offering assistance for employees enrolled in one of the Blue Cross Blue Shield plans. Blue Cross and Blue Shield of Louisiana and their behavioral health services vendor, New Directions, have worked with OGB to set up a hotline for OGB members with Blue Cross health plans who need emotional support.
If you need to talk to someone, please reach out. The New Directions hotline, 1-800-843-6514,
gives you 24/7 access to the hotline, which will connect you to a behavioral health professional.
UnitedHealthCare is offering support to anyone who would like to access their
help line through Optum (a division of United HealthCare).
The toll-free number, 866-342-6892,
is available 24 hours a day, seven days a week for as long as necessary.
The service is free of charge and open to anyone.
Specially trained Optum mental health specialists help people manage their stress and anxiety
so they can continue to address their everyday needs. Callers may also receive referrals
to community resources to help them with specific concerns, including financial and legal matters.

TBR launches master online sign-up for house-gutting requests
Together Baton Rouge has created a "master" online sign-up option for flooded residents who need help
mucking out, gutting or mold-remediating their homes.
The website is www.gutcheckLA.com.
Sign-ups received there will be sent to Crisis Cleanup and to most of the major organizations doing house clean-up work,
including Habitat for Humanity, Rebuilding Together Baton Rouge, LEAN, the Baptist Association of SELA, United Methodists,
LDS groups, Samaritan's Purse and others.
The site can be used not only in the greater Baton Rouge area, but across any flood-affected area in Louisiana.
Residents, public officials, non-profit organizations and members of the media are encouraged to share this resource broadly
so that residents needing gutting services may access it.

Gov. Edwards Announces Additional Housing Solutions for Flood Survivors;
Introduces Shelter at Home Program
Today, Gov. John Bel Edwards announced several additional housing solutions for the thousands of Louisianans impacted by the historic flooding in the recent weeks.
One of those solutions includes the Shelter at Home Program,
a program new to Louisiana that will allow people to shelter at their own home while they continue to rebuild.
"We know that many people are anxious to get back to their homes, churches, schools and communities," said Gov. Edwards. "Working alongside FEMA, we have identified several assistance programs that citizens can take advantage of in order to return to some sense of normalcy as soon as possible. I know it can't come soon enough, but my administration is doing everything possible to make sure that help is available. I encourage everyone to explore these solutions and make the best decisions for themselves and their families."
The additional housing solutions announced today include:
The Shelter at Home program:
Beginning Monday, this program will allow homeowners and their families to stay in their homes while they rebuild, rather than relocate to a shelter, hotel or rental. Manufactured Housing Units (MHUs) program: FEMA will provide mobile homes for up to 18 months to eligible applicants. Unlike the old FEMA trailers, these mobile homes are built according to U.S. Department of Housing and Urban Development standards.
Multi-Family Lease and Repair Program (MFLRP):
In this program, FEMA identifies larger scale rental property currently not on the market where the property owner, with some financial assistance from FEMA, can make the property ready to rent within two months. The property owner agrees to make these rentals available to eligible FEMA applicants.
Last week, the governor announced that eligible flood survivors may also take advantage of the following transitional housing assistance:
Transitional Shelter Assistance (TSA)
is a temporary program for survivors displaced from their primary residence that allows eligible disaster survivors to select from a list of partner hotel rooms.
Access to available rental property listed on www.lahousingsearch.org.
Gov. Edwards again encouraged everyone impacted by the flooding disaster to register with
FEMA for Individual Assistance at www.disasterassistance.gov.
The Small Business Administration (SBA) will also make loans available for individuals and businesses that were damaged during the flooding. For more information visit www.sba.gov.

The Governor’s Office of Programs and Planning is partnering with the White House Office of Faith-based and Neighborhood Partnerships to provide information sessions to Clergy, Pastors, and other Faith Leaders in communities that have been impacted by the recent flooding. These sessions will include representatives from state and federal agencies, such as the Louisiana Department of Child and Family Services and the Federal Emergency Management Agency.
